Watt Ave Safe Stay Community Updates



A Safe Stay is a shelter community for adults aged 18 and over (single and double occupancy units) who are experiencing homelessness. Safe Stays offer private cabin spaces and provide wrap-around, person-centered support services to help transition program participants to permanent and stable housing opportunities.​​

The Sacramento County Board of Supervisors approved this site on October 25, 2022. The construction to build this campus was funded by American Rescue Plan Act (ARPA) funding. Additional funding will be secured to provide supportive services, fund operations, and maintain the site​​​.

The campus will offer three distinct services at this location: short-term shelter in sleeping cabins, safe parking, and weather respite services.  There will be a total of 225 beds in 189 cabins (153 single cabins and 36 double cabins) to provide shelter nightly. Additionally, t​he site will provide accommodations for up to 50 individuals through the Safe Parking Program and 75 individuals in the Weather Respite area. ​​

Individuals may also have pets, but are limited to a specific number of pets, as the shelter cannot accommodate all persons with pets.

The shelter will support adults who are experiencing homelessness. Program participants will be allowed to leave the site and return during normal operating hours (not established yet).

The Watt Safe Stay is located within the unincorporated county of Sacramento (District 3) at 4837 Watt Avenue and is contracted with the County for the day-to-day operations of the site.​​

City Net will be the site operator. City Net has experience in operating similar Safe Stays at Florin and East Parkway in Sacramento, as well as other cities on the West Coast.​​​​​

The program policies will be designed based on the Community Standard guidelines of Sacramento’s Continuum of Care (CoC) and the County of Sacramento’s Department of Homeless Services and Housing (DHSH). Safe Stay sites have additional policies (Good Neighbor) for program participants and for site operators engaging with the local community.​​​

All Safe Stays allow program participants to bring personal items that will fill up to 2 totes (bins) that will be stored in their cabin. Program participants who exit and leave their personal belongings must return within a specified number of business days to pick up their belongings.​​

Program participants are expected to stay engaged in their case management and actively working towards connecting to housing.​​​​

All persons wanting to enter the shelter will complete an agreement form that is signed during intake. There will be additional program policies, pertaining to curfew(s) & quiet time, guest behavior and conduct, pets, and other guidelines that support a community living environment. There will also be specific policies that participants must follow in order to stay at the site. Program participants will also be allowed to self-exit, if they choose.​

Yes. There will be privacy fencing, a security gate, security cameras, and 24/7 staff to support the participants living on the site. Guests entering the shelter must check-in with security, prior to entering the shelter. The shelter will be operated by security staff, shift leads, case managers, and/or other support staff.​​

The site will offer private living spaces, three meals per day, accommodations for pets (with limitations), bathrooms, showers, laundry facilities, community rooms, computer labs, and more. Additional support services will be provided for case management, rehousing, job readiness (employment services), and connection to community providers (therapy, counseling, pet care, medical care, etc.).​​​​​

Priority outreach will be for those adults who are experiencing homelessness around the Roseville Road area. The County of Sacramento will secure additional partners to provide wrap around services to program participants.

Please call 311 for service involving homeless camp concerns, homeless encampments 500 feet from schools, and homeless encampments blocking sidewalks. Unhoused community members who are requesting assistance should call 211 for community resources and to be assessed for shelter resources.​​

Priority outreach will be for those adults who are experiencing homelessness around the Roseville Road area.​​

For City residen​ts, please call or submit an online request to the City's 311 and select the Homeless Camp category, then select the Homeless Camp-Trash subcategory.​​

For County residents, please call or submit an online request to the County's 311 system and select the Waste Management category.

If approved for a parking permit, program participants will need to adhere to the shelter vehicle policy which requires that each vehicle parked on the premises must be operable and must display a valid parking permit issued by shelter operator. Unauthorized vehicles will be subject to towing at the owner’s expense.​​

Public tours are not allowed at this time due to active construction.​ There will be an open house prior to accepting participants in late 2025 or early 2026.

The site is currently under active construction with anticipated completion of mid-November 2025. Program participants are anticipated to start moving in late 2025 or early 2026.​​​
