Guiding Principles
People experiencing homelessness have the same civil rights as housed residents
Unsheltered individuals, as all citizens, are deserving of the same access to public services and protection by law enforcement
All people should have access to safe, decent and affordable housing that is reflective of their needs; outreach has the goal of working towards this with all unsheltered individuals
The County must balance the interests and needs of unsheltered residents with the interests of other community residents
Non-punitive, engagement-focused approaches to resolving individual's homelessness are more preferable than enforcement, clearance, and criminalization
Intensive and persistent outreach and engagement is the key to building trust among persons living in encampments and other areas not meant for human habitation.
Resolving homelessness requires collaboration from multiple sectors and systems; no single entity can or should have exclusive responsibility
Promotion of cross-sector collaboration and collective support is key
We commit to ongoing performance management, process improvement, and maintaining transparency and accountability at all levels of decision making
